# WA land developers
This folder is a database of organisations that buy, rezone, subdivide, or bring to market land or buildings in Western Australia that will need a new or enlarged electricity connection. It was built on 19 October 2026 from public pages only. Nobody was contacted.
## Definition
A developer, in this database, is an organisation that buys, rezones, subdivides, or brings to market land or buildings that will need a new or enlarged electricity connection in Western Australia.
Included: residential estate developers, industrial and commercial land developers, DevelopmentWA and other government land agencies, survey-strata and infill developers, and proponents of data centres, cold stores, and large warehouses. Interstate firms are included when a public page names a WA project.
Excluded: electricians, civil contractors, real estate agencies, planning and engineering consultancies, off-grid mine power clients, and one-off homeowners. Pilbara strategic-industrial resource proponents (for example Wheatstone) were not collected. That is Zenith’s off-grid resources business, not this list.
Registered builders are tier C. They are not mixed into the land-developer rows without a tier.
## Tiers
Stored on every row.
- A. Land developer or government land agency.
- B. Large-load proponent (data centre, cold store, warehouse, industrial or institutional occupier) who is not a land developer.
- C. Registered building contractor, from the public Building and Energy register.
## Geography
`region_tag` is `swis`, `horizon`, `off_grid`, or `unknown`. SWIS is preferred. A WA developer is not dropped because the tag is unknown.
For tier C, the tag is taken from the postcode printed on the register. Postcodes 6430–6450, 6640–6655, and 6700 and above are tagged `horizon`. Other Western Australian 6xxx postcodes are tagged `swis`. If the postcode could not be read off the line, the tag is `unknown`.
## Scale
Rows are tagged against two public benchmarks and are not deleted when they miss either one.
- The Western Power planning lump described with Zenith’s material: about 15 MVA, 75 hectares, or 1,600 homes.
- The connection ceiling used for tagging: under 10 MW of connection, no more than 10 MW of solar and batteries, about 5 MW of load, and about 4 MW of contract maximum demand.
`scale_note` says which benchmark a named project sits against, and says when the page does not give homes, hectares, or megawatts.
## Files
- `developers.sqlite` is the database.
- `raw/` holds fetched pages, sitemaps, the builder register, and the ULDO attribute download. It is the cache for a later refresh.
- `work/` holds the fetch and load scripts.
## Tables
`developers`
`id`, `tier`, `legal_name`, `trading_name`, `abn`, `entity_kind`, `contact_name`, `contact_role`, `public_phone`, `public_email`, `website`, `locality`, `region_tag`, `scale_note`, `source_url`, `source_title`, `evidence`, `retrieved_at`, `duplicate_of`
`evidence` is a short quote from the source, not a paraphrase. `public_email` and `public_phone` are filled only when that contact is printed on the source page. None were printed on the pages used for these rows, so both columns are empty. No email was inferred from a name.
`source_urls`
`developer_id`, `url`, `retrieved_at`
Extra pages for the same organisation are stored here. Deduping does not drop them.
Deduping order is ABN, then website domain, then legal name. One row is kept. The others point at it with `duplicate_of`. Hanson Construction Materials and Heidelberg Materials Australia share ABN 90 009 679 734, so the Hanson row points at the Heidelberg row. The two TX Australia name variants share one ABN. One builder-register name matched a tier A legal name and points at that row.
## Counts
Fetched 19 October 2026.
All rows:
| Tier | Rows |
| --- | ---: |
| A | 142 |
| B | 8 |
| C | 6,484 |
| Total | 6,634 |
Primary rows (`duplicate_of` is null): A 140, B 7, C 6,483.
| region_tag | All rows | Primary rows |
| --- | ---: | ---: |
| swis | 5,065 | 5,061 |
| horizon | 200 | 200 |
| unknown | 1,369 | 1,369 |
| off_grid | 0 | 0 |
Tier C is section 1 of the Building and Energy register: 6,484 current building contractors as at 18 October 2026. Practitioners and expired registrations are not loaded. The register is a public PDF, so the full tier C dump is included.
ABNs are filled on 95 of 147 primary A and B rows, from the public ABN Lookup. The lookup URL is in `source_urls`. Where several companies share the brand and the page does not say which one, the ABN is left empty. That is the case for Hesperia, Willing, Aegis Health, Frasers, Australand, Richard Noble, M/Group, Modan, and New Leaf Homes.
A second pass added developers named in UDIA award booklets (2014, 2018, 2019, 2022, 2024) and the June 2020 EnviroDevelopment list, plus company landowners from DAP agendas up to 25 MB. Gold Estates and Gold Estates Holdings share one ABN, so one row points at the other.
## Twenty largest-looking tier A rows
Size is taken from the quote on the source page. A masterplanned project with no number on the page is listed after the numbered ones.

## Sources used
Worked in the order requested.
1. UDIA WA. The member directory is login-only and was not used. Public pages that were used: the council and committee list on the about page, and award press releases and news posts from 2018 to 2026. Council and committee names were added only when another public page shows the organisation developing land. Names that appear only as a committee seat are in `GAPS.md`.
2. DevelopmentWA project and “our work” pages, including partnership lines (Satterley, Lendlease, Peet, Stockland, Cedar Woods, LWP, Parcel, Morella, Edge Visionary Living, Hesperia, community housing providers).
3. Cossill & Webley project pages. Every project page in the sitemap was fetched. `robots.txt` asks for a 10 second crawl delay, and that delay was kept. Clients with only a Victorian project were not added. UPD project pages were fetched. They describe estates and Western Power demand (Orion about 19.72 MVA, Roe Highway industrial about 15 MVA) but do not name the developer.
4. Zenith Energy public pages for Peel, Eglinton Village, and Ocean Reef Marina, used as seeds. They name DevelopmentWA and Cedar Woods. They do not link to those companies’ own project pages, so there was nothing to follow for the “our projects” step.
5. data.wa.gov.au catalogue search for developer, subdivision, industrial land, and urban growth. The public ULDO layers (DPLH-112 residential, DPLH-113 industrial) were read from the SLIP public map service. They have estate names, dwelling counts, and hectares. They do not name the developer. Subdivision and strata application layers (DPLH-087, DPLH-088) are on a restricted service.
6. Public ABN Lookup for each tier A and B name. The results URL and the ABN view URL are stored.
7. Development Assessment Panel publication index (703 meetings, 2022–2026) and current-applications list. Owner and applicant names were read from agendas of 15 MB or less (70 files) and from significant-development decision summaries. Larger consolidated agendas were not downloaded. See `GAPS.md`.
8. `PLANNING_ALERTS_KEY` is not set. Planning Alerts was not called.
9. Building and Energy register of current building contractors, downloaded as a public PDF, for the tier C count and the full tier C load.
No package was installed. wget, scrapy, and duckdb were not used.
## What a later refresh should re-fetch
- UDIA WA sitemaps and the WordPress routes for posts and press releases, plus `https://www.udiawa.com.au/about/`. If the member directory is ever public, fetch `https://www.udiawa.com.au/members/members-directory/`.
- DevelopmentWA sitemap `https://developmentwa.com.au/index.php?option=com_jmap&view=sitemap&format=xml`, then each project overview.
- Cossill & Webley `https://www.cossillwebley.com.au/sitemap_index.xml`, then each `/project/` URL, still at 10 seconds between requests.
- UPD `https://upd.com.au/project/` pages.
- Zenith `https://zenithenergy.com.au/peel/`, `/eglinton-village-energy/`, `/ocean-reef-marina/`, and any new case-study URL that names a WA developer.
- data.wa.gov.au package search, and the public ULDO map services at layers 139 and 140. If a public download of DPLH-087 appears without an account, read the applicant field.
- `https://www.planning.wa.gov.au/api/publications` for DAP meetings, then agenda PDFs. Prefer the part files over the consolidated file when both exist.
- ABN Lookup `https://abr.business.gov.au/Search/ResultsActive?SearchText=` for each new name.
- `https://contenthub.demirs.wa.gov.au/downloads/cals/BuilderRegister.pdf` for tier C.
- If `PLANNING_ALERTS_KEY` is set, page the WA authorities.
`work/fetch.py` is the rate-limited cache. One request per second per host, except Cossill & Webley at 10 seconds. Identify as a normal browser. On 401, 403, or a login page, log the URL in `GAPS.md` and stop that source.
