# Gaps
Sources that were not used, or names that were seen and not added, with the reason. Nothing here was bypassed.
## Login, account, or payment
- UDIA WA member directory. `https://www.udiawa.com.au/members/members-directory/` returns the public page with the description “You need to be logged in to view this content. Please Log In. Not a Member? Join Us.” The directory was not opened.
- Planning Alerts. `PLANNING_ALERTS_KEY` is not set in the environment, so WA authorities were not paged.
- Business News. The UDIA page on the Hesperia and Heidelberg Ellenbrook proposal ends with “Visit Business News to read the article in full.” The Business News article was not opened. The same applies to other UDIA posts that only tease a Business News story.
- Landgate sales search. Not used. It is a paid search. No route around it was tried.
- data.wa.gov.au subdivision applications, DPLH-087. The feature service is `https://token.slip.wa.gov.au/arcgis/rest/services/DPLH_Restricted_Services/DPLH_Restricted_Government_Services_FS/FeatureServer/11` and the download is `https://data-downloads.slip.wa.gov.au/DPLH-087/GeoJSON`. The catalogue marks the feature service as Esri token authentication. Not downloaded.
- data.wa.gov.au strata applications, DPLH-088. Same restricted pattern: `https://data-downloads.slip.wa.gov.au/DPLH-088/GeoJSON`. Not downloaded.
- ULDO file downloads (`https://data-downloads.slip.wa.gov.au/DPLH-112/` and `DPLH-113/`) were not used. The public map service for those two layers does not require an account and was used instead. It has no developer-name field.
- ASIC, Landgate, and LinkedIn were not opened. No paywall was bypassed.
## Pages fetched that do not name a developer
- UPD, all four project pages: `https://upd.com.au/project/upd6070-amberton-estate/`, `upd6180-orion-precinct`, `upd6174-mksea-roe-highway-industrial-estate`, `upd9879-nedlands-reserve`. They name the estate, Western Power, and in two cases a maximum demand (Orion 19.72 MVA, Roe Highway industrial estate about 15 MVA). They do not name the developer.
- Zenith seed pages do not link to Cedar Woods’ or DevelopmentWA’s own project pages. The “company our projects pages linked from those seeds” step had no links to follow. Off-grid mine projects linked as “you might also like” on the Peel page (Jundee and similar) were not collected.
- Most significant-development decision summaries on `https://www.planning.wa.gov.au/significant-development-pathway/significant-development-applications` say “the applicant” and do not print the company. The one labeled proponent in those PDFs is Smiths 2014 Pty Ltd. Hanson Construction Materials and Holcim Australia are named in the 27 June 2024 WAPC media statement on the concrete batching plants.
## DAP agendas not fully read
The publications API `https://www.planning.wa.gov.au/api/publications` lists 703 meetings from 2022 to 2026 (metro inner 285, metro outer 268, regional 150). The current-applications PDF lists description, cost, and address, and does not list the applicant.
Agenda files that contain the owner are mostly large because the plans are embedded. After dropping consolidated duplicates, the selected set is about 51 GB. Agendas up to 25 MB were downloaded (137 files) and company owner lines were read. Agendas larger than 25 MB were not downloaded. Resource companies named on those agendas were not added: Woodside Energy Carbon, Iluka Resources, Galaxy Lithium Australia, and BHP Nickel West. They are miners or gas companies, not the land-developer list. A later refresh can walk `fileUrl` on the publications API for the remaining files.
The DAP search form on the agenda pages is rendered in the browser. The same records are in `/api/publications`, which was used instead.
## Names seen and not added as developers
These appear on a public UDIA WA page. The page does not say they buy, rezone, subdivide, or bring land or buildings to market. Consultancies and agencies in this list stay out of the developer table.
- Northerly Group, Strategic Property Group, Torbay Property, Barnao Property, WS Collective. Council or committee seats only. `https://www.udiawa.com.au/about/`. QUBE Property Group is in the table from the 2018 awards booklet, which names it as the company for Hammond Grove Estate.
- Rowe Group, CLE Town Planning + Design, Purple, MNG, Urbis, TBB Planning, Clayton Utz, Niche Planning Studio, Plus Studio, TABEC, Colliers, Emerge, Porter Consulting Engineers, Wormall Civil, Cossill & Webley, Underground Power Development. Consultants or contractors, not land developers.
- ABN Group is on the UDIA council. It is a builder. It is not given a tier A row. If the register prints that legal name, it is in tier C.
- Water Corporation, City of Wanneroo (Flynn Drive, Hartman Drive), and City of Swan (Stock Road) are clients of road or water jobs on Cossill & Webley pages, not land developers on those pages.
- Rottnest Island Authority. The page is water, wastewater, and transport upgrades, not a subdivision.
- Department of Planning, Lands and Heritage. The East Wanneroo page is a district structure plan commission, not a land release by DPLH.
- Department of Communities at Tjuntjuntjara. That page is potable water and wastewater for a remote community, not a land release. The department is in the table from other pages that name it as a development partner.
- Victorian-only Cossill & Webley clients were not added: YourLand Developments, Henley (The Dales), Jinding, Fouz Group, Avid Property Group, Bauenort, SIG Group, Lendlease’s Victorian Averley job. Lendlease is in the table because DevelopmentWA names the Alkimos partnership.
- Mitchell Extension Joint Venture (Romeo Road) is a road project.
- Thomas Building (Karratha Ranges) is a civil drainage job on that page, not a subdivision.
- Kojonup Wind Farm Pty Ltd and Project Haber / Strike Energy. Generators and a gas project, not land developers for this list.
- OTR 337 Pty Ltd and OTR 375 Pty Ltd. Service-station sites, not land estates or the large-load types in the definition.
- Natural persons named as DAP owners were not added.
## ABN Lookup left blank on purpose
These names are in the table. The public ABN Lookup returns a different business, so no ABN is stored:
- Hesperia. Several WA companies use the name (Investments, Property, Real Estate, WACH, Funds Management). The project pages say only “Hesperia”.
- Willing. The lookup returns a family trust, a holdings company, and Willing Building Company. The award says only “Willing”.
- Aegis Health. The lookup returns a unit trust, an operating trust, and a staff company.
- Frasers. The close hit was Frasers Lodge, not the company that developed Port Coogee.
- Australand. The close hit was Australand Agriculture, not the former Port Coogee developer.
- Richard Noble. The close hit was a Queensland entity named Richard Noble, not shown to be Richard Noble & Company in WA.
- M/Group. The close hit was a Victorian trust named M Group.
- Modan. The close hit was Modan Pty Ltd in Victoria.
- New Leaf Homes. The close hit was New Leaf Homes Pty Ltd in New South Wales.
- Northstead Pty Ltd. The close hit was Northstead Systems in the Northern Territory.
Capricorn Village JV is stored against the WA name “Capricorn Village”, and St Ives against “St Ives Pty Ltd”. Those are the closest public names, not a document that says they are the joint-venture or the retirement group.
## ABN Lookup
No match that passed the strict name test, so `abn` is null:
- Braykell Three Pty Ltd
- Celsius Property Group
- EVA Investments Aust Pty Ltd
- Minderoo Group
- Rawling Road Pty Ltd
- Smiths 2014 Pty Ltd
- Stirling Cooper Collective 3 Pty Ltd
- RE1 Limited and Scentre Management Ltd (two companies in one owner line; not given a single ABN)
- Northstead Pty Ltd (the closest public name was Northstead Systems in the NT, which is a different business, so it was not stored)
Brand-only names (Blackburne, Giorgi, Finbar, Willing, Now Living, DevelopWise) were matched to the closest public ABN whose name contained every search token, preferring Western Australia. That can be a business name or a related trust rather than the project company. The lookup URL is on the row.
## Tier C
The register PDF is `https://contenthub.demirs.wa.gov.au/downloads/cals/BuilderRegister.pdf`, linked from `https://www.wa.gov.au/service/community-services/find-registered-builder`. Section 1, current contractors, is 6,484 records. Section 2 (practitioners, who cannot contract) and sections 3 and 4 (expired) were not loaded.
HIA’s WA professional list is behind a member login (`https://hia.com.au/business-support/professional-services-list/professional-services-list-wa`). It was not used. The Master Builders WA member list is public HTML and was not needed once the government register was downloaded.
About 1,369 builder rows are `region_tag=unknown` because the postcode was not on the parsed line (often an interstate address, or a wrapped line that did not yield a 6xxx postcode). They were kept.
The register does not print phone numbers or email addresses. Trading names are not published, as the department’s own page says.
## DevelopmentWA pages that did not load
The project fetch finished 355 of 361 URLs with HTTP 200. These did not:
- `https://developmentwa.com.au/projects/industrial-and-commercial/browse-lng-precinct/overview` returned 404.
- `https://developmentwa.com.au/projects/residential/broome-north/stage-13-end-date-sale-offers` returned 404.
- `https://developmentwa.com.au/projects/redevelopment/elizabeth-quay/little-ferry-co` returned 404.
- `https://developmentwa.com.au/projects/redevelopment/elizabeth-quay/cuts-n-greens` returned 404.
- `https://developmentwa.com.au/projects/redevelopment/heartwood-bentley/stage-1d-release` timed out, then returned 404 on a second request.
- `https://developmentwa.com.au/projects/residential/oneonefive-hamilton-hill/innovation` returned 500 once, then 200. The page is DevelopmentWA’s own OneOneFive project and does not name a private developer.
Partnership lines that name a council or agency as an engagement partner, not as the land developer, were not given their own rows: City of Karratha, Town of Cambridge, City of Albany, City of Bunbury, South West Development Commission, Department of Transport. CBH Group is named as a business already operating at Avon Industrial Park, not as the developer of that estate. LandCorp on the Armadale page is the former name of DevelopmentWA. That URL is stored on the DevelopmentWA row. Seville Grove is described there as about 700 homes.
Wheatbelt Development Commission and the Avon Community Development Foundation are in the table. The Avon Industrial Park page says the park was developed in partnership with them.
## Not installed
wget, scrapy, and duckdb are not on this machine and were not used for the developer collect.
The warehouse script uses two packages that were not already importable: `lancedb` 0.40.0 and `fastembed` 0.9.0, installed with pip for this Python. They are the embedded LanceDB engine and the local embedding model. No other package was added for the collect.
